Both the business and the public sessions were successful and well attended.  Guest speaker, Patrick  Wood, editor of the August Review (&lt;a href="http://www.augustreview.com/"&gt;&lt;span style="color:#3333ff;"&gt;&lt;strong&gt;www.augustreview.com&lt;/strong&gt;&lt;/span&gt;&lt;/a&gt;&lt;span style="color:#3333ff;"&gt;&lt;strong&gt;)&lt;/strong&gt;&lt;/span&gt; gave an excellent and well-researched presentation on the influence and dangers of the Trilateral Commission within the United States Government, indeed the world at large. &lt;br /&gt;&lt;br /&gt;Also making presentations were: &lt;/p&gt;&lt;ul&gt;&lt;li&gt;Randall Yearout of Red, White &amp;amp; Blue Collar Radio talking about his Constitution Minute currently heard on radio stations in the Spokane area;&lt;/li&gt;&lt;li&gt;Dann Selle and Kurt Smith of the Spokane T.E.A. Party; and,&lt;/li&gt;&lt;li&gt;Larry Stickney, President of the Washington Values Alliance and promoter of Referendum 71.&lt;/li&gt;&lt;/ul&gt;&lt;p&gt;In the morning business session new officers were elected and resolutions passed. In addition to answering many questions from the audience and sharing some keen insights as to the goings on in Olympia, Representative Shea gave an excellent presentation on some of the basic elements necessary for good civil government, including a look at the various forms of government. Referendum 71 would overturn SB 5688, a recently-passed bill which “expands the rights and responsibilities of state registered domestic partners.”  As its platform plank on the Family states:&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;&lt;em&gt;&lt;span style="font-size:85%;"&gt;"No government may legitimately authorize or define marriage or family relations, as affirmed by the 10th amendment, delegating to the people as our founders understood the family as necessary to the general welfare. We affirm the importance of Biblical scripture in the founders' intent as eloquently stated by Noah Webster: "The moral principles and precepts contained in the Scriptures ought to form the basis of all our civil constitution and laws… All the miseries and evils which men suffer from vice, crime, ambition, injustice, oppression, slavery, and war proceed from their despising or neglecting the precepts in the Bible."&lt;br /&gt;The law of our Creator defines marriage as the union between one man and one woman. The marriage covenant is the foundation of the family, and the family is fundamental in the maintenance of a stable, healthy and prosperous social order. No government may legitimately authorize or define marriage or family relations contrary to what God has instituted. We are opposed to amending the U.S. Constitution for the purpose of defining marriage.&lt;br /&gt;We reject the notion that sexual offenders are deserving of legal favor or special protection, and affirm the rights of states and localities to proscribe offensive sexual behavior. We oppose all efforts to impose a new sexual legal order through the federal court system. We stand against so-called "sexual orientation" and "hate crime" statutes that attempt to legitimize inappropriate sexual behavior and to stifle public resistance to its expression. We oppose government funding of "partner" benefits for unmarried individuals. Finally, we oppose any legal recognition of homosexual unions.&lt;br /&gt;We recognize that parents have the fundamental right and responsibility to nurture, educate, and discipline their children. We oppose the assumption of any of these responsibilities by any governmental agency without the express delegation of the parents or legal due process. Yesterday I read the following in Thomas L. Friedman's, &lt;em&gt;The World is Flat&lt;/em&gt;: “My trip to Beijing described earlier fell right after the fifteenth anniversary of the Tiananmen Square massacre, which happened on June 4, 1898, that is, 6/4/89. My colleagues at the Times bureau informed me that on the day the Chinese government censors were blocking SMS messages on cell phones that contained any reference to Tiananmen Square or even the numbers 6 and 4. So if you happened to be dialing the phone number 664-6464, or sending a message in which you told someone you would meet at 6 p.m. on the 4th floor, the Chinese censors blocked it using their jamming technology.”&lt;br /&gt;This caught my attention. So imagine my surprise when I checked my email today and found today’s column by Chuck Baldwin entitled, “&lt;em&gt;A&lt;/em&gt; Culture of Surveillance” in which he describes the attempts underway by the Obama Administration to seize the political and technological power to shut down the Internet in the event of an actual or perceived “cyber-security emergency” . He quotes the Ecommerce Journal’s report on &lt;em&gt;The Cyber Security Act of 2009&lt;/em&gt;: "If the President so chooses, he can call a 'cyber-security emergency' and shut down or limit any 'net traffic or a 'critical' network 'in the name of national security,' though the bill fails to provide concrete definitions on what is 'critical' or what constitutes an 'emergency.'"&lt;br /&gt;If any one doubts that it is possible, I refer you again to my opening paragraph. About fifteen people were in attendance from around the state. Stufflebeam&lt;/strong&gt;&lt;/span&gt;&lt;/div&gt;&lt;span style="font-size:85%;"&gt;The topic that started the discussion into the repeal of the 16th and 17th Amendments started with states beginning to declare their sovereignty.&lt;br /&gt;YES!!  I believe that it is beyond time that states declare their Constitutional Sovereignty.&lt;br /&gt;YES!!  I believe that these resolutions are an important beginning.&lt;br /&gt;BUT!!  I also believe it is not enough to just simple give lip service to state Sovereignty by passing resolutions.  States must actually become Constitutionally Sovereign.  There is only way to do.  The States have to no longer depend on the federal government for support, but put the federal government back into the position of depending on the states for support.&lt;br /&gt;I’ve talked about the road to destruction that we are headed. Not only did they create the three branches of government to check each other, but they also created checks and balances within the branches themselves.  Within the legislative branch, that check and balance was established by creating an upper house to represent the states and the lower house to represent the people.&lt;br /&gt;&lt;br /&gt;The framers of the Constitution and the founding fathers totally distrusted “that far away government.”  (While geographically the distance to our current government may not be so great, comparatively, Washington, DC may be even more “far away” than even King George was to the colonists of 1775.)  Consequently, not only did they create a system of government that would be local and responsive to the people, but they also created a system of checks and balances that would allow for a strong federal government that could be brought under the authority of the people.&lt;br /&gt;&lt;br /&gt;Our founding fathers and framers of the Constitution knew the dangers of a powerful, centralized government.  The abuses suffered under the King of England and as well as an understanding of the fall of the Roman Empire influenced those men to design a Constitution of the United States of America that would protect the citizens from the evils of an overarching, overreaching government.&lt;br /&gt;&lt;br /&gt;Tragically, the 17th Amendment totally destroyed the check and balance of state representation.  With its addition to the Constitution, it shredded the very fabric of protection previously imposed by the states by allowing for centralization and putting extreme power in to the hands of the federal government.&lt;/span&gt;&lt;br /&gt;&lt;p&gt;&lt;span style="font-family:trebuchet ms;font-size:85%;"&gt;&lt;/span&gt; &lt;/p&gt;&lt;p&gt;&lt;span style="font-family:trebuchet ms;font-size:85%;"&gt;&lt;em&gt;&lt;span style="color:#990000;"&gt;To read more of this series by Randall C. Just take a look at the “Stimulus Package” if you want proof. Show me a single state that isn’t groveling before the federal government for a portion of those dollars that are coming from our back pockets.&lt;br /&gt;In a recent article on the GOPUSA website entitled, “&lt;/span&gt;&lt;/span&gt;&lt;a href="http://www.gopusa.com/theloft/?p=951"&gt;&lt;span style="font-family:trebuchet ms;font-size:85%;"&gt;GOP Governors Now Faced with Hot Potato&lt;/span&gt;&lt;/a&gt;&lt;span style="font-family:trebuchet ms;font-size:85%;"&gt;,” the author, Bobby Ebarle, asks the following questions: &lt;span style="font-family:georgia;"&gt;&lt;em&gt;“So what happens next? What happens if you are a GOP governor? You stand to receive billions from the bill, &lt;/em&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-family:georgia;font-size:85%;"&gt;&lt;em&gt;yet you philosophically oppose the entire plan. If you don't believe in big government solutions, do you still &lt;/em&gt;&lt;/span&gt;&lt;span style="font-family:trebuchet ms;font-size:85%;"&gt;&lt;span style="font-family:georgia;"&gt;&lt;em&gt;accept big government funds? That is the question.”&lt;/em&gt;&lt;/span&gt;&lt;br /&gt;The answer to all of those questions is that they have caved in to the federal government and justifiably so. They are vying for a portion of the money that the federal government has taken or borrowed.&lt;br /&gt;It’s absolutely amazing how many people think this money is just coming out of thin air. (Well, there is an argument that this really is the case, but we’ll have to save that for another discussion.) It’s coming on the backs of our children and our children’s children; a debt that they can never repay. One of the major discussions that is absent from the bill is how this debt will be repaid. It’s unconscionable that a communist country (a sworn enemy to freedom and liberty) owns a major portion of our debt, and we are about to increase that by over a TRILLION DOLLARS. It also had the effect of increasing the level of donations to the National Party.&lt;br /&gt;&lt;br /&gt;According to Thom Holmes, a national Constitution Party leader, “&lt;em&gt;In the past 11 days the activity on the national CP website has nearly doubled. Since March 17 there has been an average of 43 new people sign up to give us their email address so we can stay in contact with them (and roughly 90% of these same people have given us their snail mail address as well!”&lt;br /&gt;&lt;/em&gt;&lt;br /&gt;Donations were up by approximately 46% during the month of March 2009 as compared to the first two months of 2009.&lt;br /&gt;&lt;br /&gt;So it would seem that the Controversy was good for the Constitution Party. A recent report issued through the Missouri Information Analysis Center (MIAC) titled "&lt;/span&gt;&lt;a href="https://secure.giftwrapplus.org/cpnc/new/util/getlink.ashx?lid=1258&amp;amp;eaid=72105" target="_blank"&gt;&lt;span style="font-family:trebuchet ms;font-size:85%;"&gt;The Modern Militia Movement&lt;/span&gt;&lt;/a&gt;&lt;span style="font-family:trebuchet ms;font-size:85%;"&gt;" was released with the approval of Missouri Governor Jay Nixon and the Missouri State Police. In this dreadfully malicious and slanderous"lawenforcement sensitive" secret police report, Governor Jeremiah (Jay)Nixon;John Britt, Director of the Missouri Department of Public Safety; JamesKeathley, Colonel, Missouri State Highway Patrol; and Van Godsey, Directorof MIAC categorize certain citizens as being potential violence-prone"militia members." I would venture to guess that more than 75% of theentirepopulation of the United States would fit the MIAC's broad definition ofsomeone who would fall into the aforementioned category.According to the MIAC report, if you oppose any of the following, you couldqualify for being profiled as a potential dangerous "militia member":The United NationsThe New World OrderGun ControlThe violation of Posse ComitatusThe Federal ReserveThe Income TaxThe Ammunition and Accountability ActA possible Constitutional ConventionThe North American UnionUniversal Service ProgramRadio Frequency Identification (RFID)AbortionIllegal ImmigrationAgain, I would bet that at least 75% of the American people would oppose atleast one or more items on the above list. Well, according to the MIACreport, that is sufficient to make them potential dangerous "militiamembers."However, it is the following statement contained in the MIAC report that isparticularly disturbing to yours truly. Under the heading "PoliticalParaphernalia," the report states, "Militia members most commonlyassociatewith 3rd party political groups. It is not uncommon for militia members todisplay Constitutional [sic] Party, Campaign for Liberty, or Libertarianmaterial. These members are usually supporters of former PresidentialCandidate [sic]: Ron Paul, Chuck Baldwin, and Bob Barr."The obvious inference of the above statement links Ron Paul, Bob Barr, andmyself to potential dangerous "militia members." The broaderimplication isthat the millions of people who supported Ron Paul, Bob Barr, or myself arelikewise categorized as potential dangerous "militia members." Thisis aclassic case of broad-brushed police profiling. His  columns are featured regularly by media sources across the country including the Intelligencer/New Era Newspapers in Lancaster, PA.  Dr. Gottfried has recently become an active member of the Constitution Party in Lancaster County.  The text of his speech follows. Any&lt;br /&gt;errors should be attributed to the editor, and not to the author)&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:78%;"&gt; It is with considerable pleasure that I stand here tonight to address this gathering. What distinguishes you from the two federally funded patronage machines, also known as the Democrats and Republicans, is for me quite simple: I usually find myself agreeing with your positions but not very often with theirs. To your credit, you do not stand in fear of the media. You do not crave the affection of those who would never vote for you.  And you defend limited constitutional government and family arrangements that have been integral to all civilized societies up until a few years ago. Unlike the GOP, and certainly at the executive level, you would never try to score electoral points by calling for the amnesty of illegals. This is a tactic that has proved counterproductive for the Republicans, judging by the meager electoral results that it produced for the partisans of Bush and McCain among Latino voters in 2008.&lt;br /&gt;It may be a case of accentuating the obvious to note that the GOP has become an only slightly less predictable source of leftist views than its opposition. That remains true even if some Republican politicians do stand up sometimes for limited government. I would be the last to disparage these exceptional GOP politicians, like the feisty congressmen who opposed Bush II's immigration bill and the courageous state representative from Berks County, Sam Rohrer, who preceded me on this podium. I am also delighted that the GOP in it current oppositional mode is resisting Obama's march toward socialism. I applaud this effort even though up until a week ago, the Senate minority leader Mitch McConnell was proposing his own party's extensive mortgage bailout plan in lieu of the Democratic one.&lt;br /&gt;Needless to say, I could imagine a very different situation if there were a Republican president, say Bush I, McCain, or Bush II. Whether the plan was for extensive federal control over education, the Americans with Disabilities Act, or the quota-favorable Civil Rights Act of 1991, Congressional Republicans overwhelmingly supported their Republican presidents in voting for such measures.&lt;br /&gt;Too often GOP officials speak out of both sides of their mouths, in a clumsy attempt to sound moderate and sensitive. Allow me to indicate my frustration with Republicans who agonize endlessly about their failure to win leftist affections. If the choice is between Arlen Specter and his Democratic opponent, I'd be hard pressed to find a reason to vote for either. Are we supposed to believe that having a Senator with an R label supporting affirmative action, expanded abortion rights, and a widened scope for federal interference in our economic lives represents the Right? In what way is such a Senator preferable to a Democrat voting for the same positions? One has to be a fool or a knave to believe the national media, when we are told that everyone displaying an R label is automatically on the right.&lt;br /&gt;My advice to you is not to move toward any imaginary center. This notion of being in the center is itself a media-creation, and one used to push our national politics toward the left. No matter how urgently the GOP plays this game, it continues to be slimed as racist, sexist, and homophobic. And no matter how much more Wall Street gives to Democrats than Republicans, it is only the Republicans who are attacked as the friends of Big Business. By now the lesson should be clear: parties that intermittently claim to be on the right but cater to the Left, can only lose ground. They typically fall between two stools, upsetting their rightwing constituency while being unable to win votes from the leftist opposition. I for one was not unhappy to see McCain lose after pursuing this very bad strategy.  I only regret that a party like this one could not take advantage of his well deserved defeat.&lt;br /&gt;It is we who should be able gain influence when and if the two institutionalized parties veer to the left at the same time. It is we who must be ready to build on the ruin caused by both parties in varying degrees. Overspending by the federal government, floods of illegals coming across our borders, and the involvement of social engineers and anti-discrimination experts in our daily lives will surely evoke a reaction. But the GOP will not likely stand athwart this disastrous course. That is because its national organization, to the extent it is not of the Left, craves the Left's acceptance of it as a nice opposition.&lt;br /&gt;Those who think this way have been able to manipulate the GOP base, but this too may be changing. In the last election, much of this base never came to the polls. In every national election since the Reagan landslides in the 1980s, moreover, the white Christian core of the party has become increasingly less visible. At the same time the GOP share of minority votes has either stayed the same or declined. Since the GOP began its latest outreach efforts to minorities about 20 years ago, its share of the black vote has shrunk from 1 in 8 to 1 in 30. It is not from the targets of GOP outreach but from disaligned Republicans and those on the right of every ethnic background that the CP will have to build itself up.&lt;br /&gt;In all likelihood, the GOP will continue to try to reach out frenetically to the Left on immigration, gay rights, and affirmative action. It will also likely continue to push a liberal internationalist foreign policy centered on spreading the latest version of US democracy; with increased intervention in foreign countries in the name of the war on terrorism. The fact that the neoconservatives are working to sell this policy to the Obama administration should be for us welcome news. It means that both parties may eventually be following the same imprudent course in international relations while ignoring that part of the Right that is skeptical about foreign adventures.&lt;br /&gt;The CP does not operate in the same manner as the two authorized mega-parties. We are not a big business enterprise engorged with public revenues. Unlike the GOP and the Democrats, we do not have to worry about millions of hangers-on whose services have to be bought with booty extracted from taxpayers.  Such patronage parties can only survive by winning elections in the near term or by losing them by narrow margins, because their continuity depends on doing favors with public money.&lt;br /&gt;We, by contrast, have declared our opposition to what the major parties celebrate, namely welfare state democracy. We do not pretend that a government limited by constitutionally enumerated powers should be reconstructing human relations, banning discrimination from the lives of designated victims or beneficiaries, or micromanaging families through social professionals. Nor does the argument that citizens should be equal before the law apply to those who are here illegally, any more than the belief that all human beings have a right to liberty requires us to rebuild other societies in the image of our political class—or to redistribute income to make everyone feel equally good about himself or herself. In short we do not need the booty that is vital for Demorep survival. It does not matter to us materially or professionally, if we do not win the next election. We are not trying to grab tax monies and jobs in the public sector to pay off cronies and ward-heelers. We are a party of principle, and we can wait until the established powers derail public affairs sufficiently so that we and our principles can be taken seriously by a critical mass of American citizens.&lt;br /&gt;Of the two national parties, the real Right has just cause to hate the GOP far more than the Democrats. For one thing, the traditional right must fight the GOP octopus to gain recognition. The Democratic Left would never vote for us, except in some extraordinary situation, to weaken the GOP in a particular election. The real, continuing hindrance to our progress is the well-heeled Republican machine.&lt;br /&gt;But that is not the only reason for us to despise the GOP even more than the Dems. Unlike the Republicans, Obama's party stands foursquare for its principles; and we should admire the Democratic Left for believing in something other than winning elections. Their success did not result entirely from their use and occupation of the media and public education. It also had a great deal to do with the willingness of the Democratic Left to defend its positions openly and with pride. This in contrast to the wavering convictions of Republican leaders who cannot bring themselves to take emphatic stands against minority quotas, illegal immigration, and Sarah Palin's much beloved anti-discrimination guidelines for women. In 2000 when George W. Bush and Al Gore were in a presidential debate and each was asked where he stood on minority preferences and set asides, the Democrat responded by expressing full support for his party's policy, but the Republican, true to form, mumbled something in garbled syntax about "affirmative recruitment."&lt;br /&gt;In the last presidential election, Barack Obama openly backed minority quotas, as he had done unflinchingly throughout his career. By contrast, his Republican opponent tried to create a slight but not noticeable distance from the pro-quota position he had occupied since 1998, without allowing himself to move too rapidly in the direction of clarity. McCain then tried to cover his tracks by publicly doing contrition for having failed to rally to the Martin Luther King national holiday in time. Too often even when the Republicans do what is proper, they do so accidentally, inconsistently, and with sputtering embarrassment. Somehow it has never dawned on their apologists that what makes Republicans look silly next to Democrats is their evasiveness on controversial social issues and their unwillingness to stand firmly behind rightist positions. Although I disagree with the Democrats on most domestic issues, I applaud the relative frankness of their stands. If Republicans did the same, a party like this one would not be necessary.&lt;br /&gt;A few weeks ago, I watched Mike Huckabee, a former GOP candidate for president and an ordained Southern Baptist minister, interviewing the former Democratic NY governor Mario Cuomo on FOX. Cuomo expressed forthrightly his beliefs that "religion should have no part in our political life," and he tried to apply this principle to his stand on abortion. Although the former governor claimed to be a devout Catholic, he also insisted he would never inflict his "religious principle about abortion" on those who saw choice as a fundamental human right.&lt;br /&gt;Note I'm not praising this opinions uttered by a former law professor. It is impossible for me to see how one can keep antiseptically apart theological and political positions, given the facts that human conscience shapes political choices, and that political and religious values are inescapably intertwined in public life. It is also doubtful that Cuomo would try to separate things of God from things of Caesar if he liked the politics of a particular religionist. More than once he has praised the religious conscience of Abraham Lincoln, Martin Luther King, and Barack Obama.&lt;br /&gt;Religion in political affairs is only a problem for Cuomo if someone has the nerve to put forth traditional Judeo-Christian or biblically-based views that clash with his leftist social agenda. It also became obvious from listening to him that his views on some issues are not at all thought through, for example, when he explains: "I oppose abortion as a religious-moral outrage but I won't interfere with someone else's right to have one. In fact I'll support measures to facilitate every woman's access to this procedure, which I personally consider to be the taking of life." Only a sociopath or a liar could even approach this degree of moral cynicism or idiocy. And such grotesque views typically emanate from people who would lament a great injustice being committed if we fail to pass new civil rights bills or anti-discrimination laws. Don't they find it strange that they should be calling for extraordinary steps to uphold the unrestricted right of others to commit what they personally consider to be homicide? &lt;br /&gt;But the most striking thing about this interview was not Cuomo's statement of belief but Huckabee's response. As a respondent, the former governor was characteristically Republican, unctuously thanking Cuomo for engaging in dialogue and for stating how great it is to live in a country where such open discussion could take place. What I would have expected from Huckabee as a minimal response was to have pointed out the fallacy in Cuomo's statements. I doubt he failed to see them, but as a member of the cravenly party, Huckabee could not bring himself to say what was self-evidently true. He would not suggest that Cuomo sounded foolish. His GOP mentality would not allow him to go that far in appearing "rightwing." A week before, however, Huckabee had behaved contentiously when he had gone after a more permissible target on his show, namely Ann Coulter. Presumably targets on his right were more appropriate, by media standards, for a would-be Republican presidential candidate than criticizing left liberals who enjoy the esteem of the political class.&lt;br /&gt;One may respond to my criticism by citing such media celebrities as Sean Hannity and Rush Limbaugh, who flail at Democrats every day. But my response to such a counterargument is that we are dealing in both cases with GOP shills. Such media personalities get Dittoheads up in arms about the abuses of the Democratic Party, in order to have them line up behind Bush, McCain, and Arlen Specter. Misdirected rage is made to serve establishment ends. The beneficiaries of these ritualized rants are the GOP operatives and in Rush's case Hillary Clinton, when she was a presidential candidate last year. When it looked as if lots of right-wingers might cast sympathy votes for Ron Paul or Chuck Baldwin after McCain had sown up the GOP nomination, Rush, who is no friend of the antiwar Right, got his groupies to change party affiliations and to vote for Hillary. His cockamamie reason was that he was creating dissension within the opposition. What Rush was actually doing was trying to keep down the primary vote of the Republican Right while enhancing the presidential prospects of the New York Senator. About the same time the neoconservative press had begun to talk up Hillary's virtues as a moderate. It was hoped in the Weekly Standard and on FOX news that she would continue the GOP foreign policy as president. Rush was simply acting in unison with those who help determine the content of his daily tirades.&lt;br /&gt;Allow me to offer one final observation: Lots of GOP capital was wasted on a fool's errand. It was an errand that certain advisors pushed on former president Bush and which became the defining issue for the GOP and for the conservative movement. Anyone who did not believe that American lives and treasure should be squandered on the mission of bringing democracy to Iraq was unceremoniously booted out of the official Right. Candidates like Ron Paul and Chuck Baldwin were treated like moral lepers in the neoconservative press for daring to oppose an unwise American military involvement in Iraq. The entire conservative and GOP establishment was organized as a cheering gallery for this ill-conceived, foreign adventure.&lt;br /&gt;To your party's credit, you did not yield to conformist pressure. You stood your ground by questioning our invasion of Iraq and despite being scorned and marginalized by the antiwar Left as well as by the neoconservative-occupied media, you have emerged as a moral force on the current political scene. This moral capital is something you (or we) should point to with pride as the Constitution Party prepares for its future. On the walls in one of the rooms was a quote, “Please understand there is no depression in this house. We are not interested in the possibility of defeat. They do not exist.”&lt;br /&gt;It is appropriate that we apply this lesson to the current political situation in which we find ourselves, for indeed, it is a war—a war waged to restore the principles embodied in the Constitution of the United States, a war to regain the liberty lost in the apathy and decadence of the past decades, a war against those principalities and powers who tirelessly and subtly seek to destroy the freedoms bought and paid for by the sacrifices of our previous generations.&lt;br /&gt;For the Constitution Party of Washington State, there is no depression nor are we interested in the possibility of defeat. Depression and defeatism do not exist for us. 2008 saw a revival of commitment to constitutional principles among Washingtonians as valiant voters, over 6% of total voters, bravely broke out of the “voting for the lesser of two evils” rat race that has led us spiraling down a road towards the death of the Republic. Nationally, the Constitution Party polled higher in the 2008 general election than ever before in twenty-seven states, including Washington. Any chance for the people to express their will through a third party in the General election was effectively suppressed by their elimination in the Primary.&lt;br /&gt;&lt;br /&gt;During a recent discussion between Constitution Party leaders, Robert W. Peck (vice-chairman and Spokane County Chairman), and Randall Yearout (Congressional District 5 candidate), it was pointed out that “most people view the Primary as an election in which the parties choose their candidates. Independent voters, those most likely to vote for a third party candidate, tend to wait until the General Election to make their choice.”&lt;br /&gt;&lt;br /&gt;In the 2008 Washington State Primary, Constitution Party candidates in Washington State garnered 6% of the vote. Had they been allowed in the General Election instead of being limited to the Primary, under the laws of Washington State, they would have qualified the party for major party status.&lt;br /&gt;&lt;br /&gt;&lt;em&gt;“Under state law (RCW 29A.04.086) a major political party is a political party of which at least one nominee for President of the United States, United States Senator, or a statewide office received at least five percent (5%) of the total votes cast in the last general election held in an even-numbered year."&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;The Top-Two Primary thus successfully denied at least 6% of the population of Washington State a voice in the General Election, and the potential to achieve major party status for any third party in Washington State. In some races, an alternative party or no party choice took as much as 23% where there were opposing candidates (&lt;/span&gt;&lt;a href="http://www.vote.wa.gov/"&gt;&lt;span style="font-family:verdana;font-size:85%;"&gt;www.vote.wa.gov&lt;/span&gt;&lt;/a&gt;&lt;span style="font-family:verdana;font-size:85%;"&gt;). It's time to recognize the state auditor should never be comfortable, nor should people be comfortable with him," Freeman said.&lt;br /&gt;The challenger said he would seek to make the job nonpartisan and noted he has no other Constitution Party elected officials in the Legislature or executive branch with whom his audits would create conflicts.&lt;br /&gt;"The main reason I'm running is I truly believe a state auditor has to be an independent voice. … I would truly be an independent voice," he said.&lt;br /&gt;On one major issue, he and Sonntag agree: performance audits that the auditor's office began a few years ago as a result of a citizen initiative are a good idea.&lt;br /&gt;Sonntag said his office has received national recognition for its work, and performance audits are a part of the record he intends to run on.&lt;br /&gt;"I look forward to a healthy discussion of the issues," he said.&lt;br /&gt;Freeman will run a low-budget campaign.&lt;br /&gt;"It's sort of like David vs. Goliath, if you want to put it in Biblical terms." That, at least, is the contention of Arlene Peck, who is running for Washington state lieutenant governor, and Randall Yearout, who is making a bid for 5th Congressional District Rep. Cathy McMorris Rodgers ' seat, as Constitutional Party candidates. &lt;/span&gt;&lt;/div&gt;&lt;div align="left"&gt;&lt;span style="font-size:85%;"&gt;      First, the good news:   since voters don't pick candidates by party in the Aug. 19 primary any longer, the playing field is wide open for anyone to move onto the Nov. 4 election.&lt;br /&gt;But before this year, third-party candidates always would be automatically represented in the general election - provided there was at least one candidaterunning. That's not true this time around.&lt;br /&gt;     That's because 2008 marks the first-ever top-two primary in Washington state. Voters will not have to pick a party when marking ballots and can choose among all the candidates for each office. In each race, the two candidates with the most votes advance to the general election.  Such a system works against smaller parties, who - even if they had one candidate per race in the primary - would, by virtue of having their parities represented, have their contenders move on to the general election.&lt;br /&gt;     While it is no longer necessary for candidates to declare party affiliation, most choose to do so by stating whether or not they "prefer" one party over the others. Most simply state they prefer the Democratic, Republican or, in some cases, "G.O.P." parties.&lt;br /&gt;     "Many candidates will be eliminated during the primary and never have their message heard by the broader public that participates in the general election," Peck said. "I believe (voters) will be shocked to find only two choices on the ballot in November."&lt;br /&gt;     In the case of Peck - who believes "the most important aspect of the office of lieutenant governor is to be ready to serve" - she will be in a field of five candidates, including Democratic incumbent Brad Owen. She is the only candidate running from this side of the state and targeted the statewide office to "bring the values of the Constitution party to the attention of the greatest number of people."&lt;br /&gt;     Peck, who is retired but does own and manage rental property in the Spokane Valley area, is a former Republican Party activist who worked on the Barry Goldwater presidential campaign and also supported Ronald Reagan when he ran for governor of California and for president. The Minnesota native has lived in Spokane Valley since 1989, is a widow and has one son. She has never before run for office.&lt;br /&gt;     In recent years, though, she has found that "the morals of our society are declining, God-given rights are being restricted and regulated, and liberty is slowly being strangled while government grows ever larger, more costly, more intrusive and oppressive regardless of whether Democrats or Republican are in control."&lt;br /&gt;"I believe the time is right for a third-party candidate," Peck said. "There is overwhelming voter dissatisfaction with the two parties currently controlling government.&lt;br /&gt;     Yearout, too, has a steep hill to climb with a popular incumbent still in office. If elected, he wants to "begin a restoration of the liberty and freedom that has been steadily eroded by the misapplication of federal authority into the affairs of the people of the union states."&lt;br /&gt;     Yearout - who describes himself as a "dad in work boots" - has lived in the area since 1995. He's been married for 27 years, has three children and four grandchildren. He works in heavy equipment construction, operating a crane.&lt;br /&gt;     In his mind, the Constitution Party marks a return to "sane government... where principle rules over politics." He has targeted McMorris Rodgers because she "doesn't lead."
